| 9:14 - 10:15 AM ...................................................... | States Lead the Charge on Reform Justin Moore PT, DPT, CEO, APTA In 1932, Supreme Court Justice Louis Brandeis wrote, "a single courageous State may, if its citizens choose, serve as a laboratory; and try novel social and economic experiments without risk to the rest of the country." Since that time, it has become even more clear that innovation can and should happen at the state and local level. As the federal government gets mired in its own bureaucracy, states can put pressure on the feds to do more. We all know the Massachusetts health care reform act of 2006 became the model for the subsequent Affordable Care Act, and that is only the tip of the iceberg. Historically, states have been at the forefront of innovation and reform. Hear from APTA CEO Justin Moore on how it has worked and why it is critical now.
